The Principal Designer records competence information provided by contractors and makes it available for the Client's review. The Client remains responsible for taking reasonable steps to appoint duty holders with suitable skills, knowledge, experience and organisational capability under CDM 2015.

3. Design Information Review & Outstanding Information

Before construction starts, the Principal Contractor must review the design information and pre-construction information made available for the project. Please complete this section after reviewing the current design information, PCI, DRA, RRR and any issued surveys or reports. This section records whether you have received enough information to prepare the Construction Phase Plan and safely plan the works, and identifies what is still required.

For each item, confirm its current status. Where information has been received, note the document reference, confirm whether it is the current revision, and flag any concerns. Where information has not been received, this will generate an action in the CDM tracker.

Part B — Information still required before works can proceed safely

Tick any information you still need before you can prepare the CPP or safely plan and start the works. For each item, confirm what is needed, who should provide it, whether it has been requested, and what it is blocking.

4. Construction Phase Plan

The Principal Contractor must prepare a Construction Phase Plan (CPP) before the construction phase begins. The Client must ensure that a CPP has been prepared before works start. The CDM Principal Designer may review and comment on the CPP where instructed, but the Principal Contractor remains responsible for its suitability, implementation and revision throughout the construction phase.

5. Site Management, Welfare & Logistics

The Principal Contractor is responsible for providing and maintaining suitable welfare facilities throughout the construction phase (CDM 2015 Schedule 2).

6. Safety Procedures & Key Construction Risks

Asbestos

A Refurbishment and Demolition (R&D) asbestos survey is required before any intrusive works on a pre-2000 building.

Temporary Works

For significant temporary works, suitable temporary works procedures should be in place, including a named Temporary Works Coordinator where required, in accordance with relevant good practice such as BS 5975.

7. Contractor Design Responsibility & Subcontractor Management

Contractor-as-Designer

You may be acting as a Designer under CDM 2015 if you prepare, modify, arrange or instruct design information — including substitutions, value-engineering proposals, changed details on site, temporary works proposals, scaffold and access design, contractor-designed portions (CDP), specialist subcontractor design, changes to materials, build-ups or support details, or deviations from architect or engineer drawings. Designer duties apply in addition to your contractor duties.

8. Health & Safety File Contributions

The H&S File is handed to the Client at practical completion. It records information that future occupiers, maintenance contractors and future designers will need. Please confirm what information your company will contribute.

9. Start-on-Site Readiness & CDM Principal Designer Handover Position

Start-on-Site Readiness Statement

Based on the design and CDM information currently available, please confirm your start-on-site position. This statement applies to the current design information and documents listed in Section 3. This does not constitute approval by the Principal Designer — the Principal Contractor is responsible for not starting construction until the CPP is prepared and sufficient information is in place.

CDM Principal Designer — Post-Start Arrangement

Important — please read carefully. The CDM Principal Designer's base appointment with Parallel Architecture concludes at the handover of pre-construction documents. If design work continues during the construction phase, the Client must ensure that it is undertaken and coordinated by competent persons. Where a CDM Principal Designer remains required for ongoing design coordination, the Client must retain Parallel Architecture, appoint another competent CDM Principal Designer, or appoint a competent replacement party in writing.
